Beschreibung / Inhalte
Bei diesem Projekt handelt es sich um ein Forschungsvorhaben mit dem Ziel, die relativ neuen Integrationsmodelle zu effektivieren. Geplant ist
a) die Erarbeitung und empirische Überprüfung von Qualitätskriterien für Integrationsfachdienste sowie
b) die modellhafte Entwicklung und Erprobung eines Verfahrens zur Implementierung und Sicherung von Qualitätsstandards.
Durch bundesweite Experteninterviews und Fallanalysen werden zunächst in einer Erhebungsphase vorliegende Erfahrungen mit der Arbeits- und Organisationsweise von Integrationsfachdiensten gebündelt und zu einem Ziel- und Kriterienkatalog zusammengefasst. In einer zweiten Phase werden die Ergebnisse konkretisiert, indem die ermittelten Kriterien mit ausgewählten Fachdiensten überprüft und in praktischer Umsetzung erprobt werden. Diese Evaluierung ermöglicht die Erarbeitung einer Gesamtkonzeption, die für bestehende und neu einzurichtende Fachdienste handlungsanleitend sein kann. Als Ergebnis wird ein Handbuch vorliegen, das zum einen (Kosten-)Trägern ermöglichen soll, entsprechende Dienste ökonomisch und rationell in das bestehende Rehabilitationssystem zu implementieren. Zum anderen sollen Mitarbeiter von Fachdiensten durch das Handbuch befähigt werden, ihre Arbeit an Maßstäben auszurichten, deren Zweckmäßigkeit durch eine Auswertung bundesweiter Erfahrungen empirisch abgesichert ist. Außerdem werden Kriterien aufgezeigt, mit deren Hilfe es möglich ist, die Qualität der Fachdienstarbeit sowohl intern als auch extern zu überprüfen.
Transnationalität:
Eine Kooperation mit transnationalen Partnern soll Informationen darüber liefern, wie die berufliche Eingliederung behinderter Menschen in einem anderen soziokulturellen Kontext, einer anderen Rechtsstellung Behinderter, einem anderen Rehabilitationssystem und/oder in einer anderen wirtschaftlichen Situation verwirklicht wird. Ein Austausch bietet Anhaltspunkte darüber, welche weiteren Unterstützungspotentiale eventuell vorhanden sind und wie sie von Integrationsfachdiensten nutzbar gemacht werden können. Geplant sind halbjährliche Treffen, um eine gemeinsame Entwicklung von Qualitätsstandards zu koordinieren.

Quality assurance and development for integration services
Since the beginning of the 90ties so called integration expert services have been installed in the Federal Republic of Germany. Their main task is the vocational integration of those severe disabled persons, who are fundamentally capable of fulfilling a job in the regular jobmarket, but for whom the existing assistance and instruments in the traditional rehabilitation system are not sufficient to find and execute a job according to their abilities.
Although there are basic conceptual similarities in the working methods of the integration expert services - most of them work close to the principles of Supported Employment - the term integration expert service does not comprise an established service system that is based on harmonized standards, structures and contents.
Its innovative character is determined by the fact, that a new integrative ideal within vocational integration efforts is operationalized in a methodological way also for those disabled persons, who have so far depended on special institutions.
The importance and the optional arrangement of single working fields are in many aspects still not clear. So far qualitative criteria that allow arrangement and judgement of the services do not exist. Therefore the aims of the research project are
a) the elaboration and empirical testing of a procedure that allows installation and securing of quality standards. So this project is a systematic measure, that intends to improve the effectiveness of the relatively new integration models.
Through nation-wide interviews of experts and care analysis the gained experience with the work and organization of the integration expert services is firstly bundled in the initial phase of the statistics and then collected and summarized in a catalogue of targets and criteria. In a second period, the results are made concise by proving the gained criteria with selected expert services and by testing the practical implementation. This evaluation enables the drawing up of an overall concept that can be used for existing and new services.
As a result, a handbook is compiled which gives promoters the opportunity to implement corresponding services economically and efficiently into the existing rehabilitation-system. Furthermore the handbook should supply a basis for a systematically qualification of job coaches. It should enable staff members of existing and new expert services to orientate their work towards aims and standards whose importance and suitableness is statistically secured by means of an evaluation of experiences covering the whole Federal Republic of Germany. The possibility to determine the quality of the expert services work according to tested criteria, by both internal and external critics, should be the integral part of the conception documented in the handbook.

An exchange delivers ideas about other supporting measures and how they can be used by integration services.
