Zu Beginn des Jahres 2001 ist ein neuer Berufsbegleitender Dienst (BBD) in Köln für schwerhörige, ertaubte und tinitusbetroffene Menschen im Arbeitsleben eingerichtet worden. Dieser hat zur Aufgabe, die Situation der hörgeschädigten und tinitusbetroffenen ArbeitnehmerInnen am Arbeitsplatz zu verbessern sowie die Arbeitsplätze zu erhalten.

Inhalt des Modellprojekts SEAL ist die wissenschaftliche Begleitung des Aufbaus und der Arbeit des Dienstes. Dazu zählt die Bedarfsanalyse (wie soll/muss Beratung aussehen, wie viele Personen benötigen Beratung etc.), die Problemanalyse (welche Probleme tauchen bei dem Personenkreis im Arbeitsleben auf, welche Empfehlungen ergeben sich daraus für die Beratung etc.) und die Evaluation der Beratungsarbeit in dem neu geschaffenen BBD. Ziel ist es, auf der Grundlage der o.g. Punkte Anhaltspunkte für ein Beratungskonzept für den Personenkreis zu erhalten.
