Evaluation der Ergänzenden unabhängigen Teilhabeberatung
In 2018 started the introduction of the Ergänzende unabhängige Teilhabeberatung (
EUTB) according to § 32 Book IX of the Social Code (
SGB IX). It has created around 500 services throughout Germany in which people with disabilities and their relatives are informed and advised on issues of rehabilitation and participation. Since 2020, the average consulting volume throughout Germany has been around 15,000 consultations per month.
The scientific evaluation of the
EUTB addresses questions about the implementation and effectiveness of the
EUTB. Their results show that the
EUTB has succeeded in developing a widely accepted range of information and counselling services that complement the existing counselling infrastructure in the field of rehabilitation and participation. In the course of its establishment, a comprehensive system of qualification and quality assurance could be developed for the
EUTB - under the direction of the Fachstelle Teilhabeberatung - so that quality standards for advice are available now.
The satisfaction of those seeking advice is high. The clarification of their concerns and the achievement of the most important goals often succeed in their self-assessment. In this way, the
EUTB can demonstrably contribute to strengthening the self-determination and social participation of those seeking advice. This is also supported by the supply of peer counsellings.
Central fields of action for the further development of the
EUTB concern its networking (internal and external), the clarification of the
EUTB's case-accompanying and legal advisory tasks, the development of the training courses for counselling, a stronger involvement of the providers of
EUTB offers, the reaching of underrepresented target groups and the deepening (qualification) and expansion of peer counselling.
